Criminal proceedings reinstated against man accused in freeway shooting spree
Criminal proceedings were reinstated Wednesday when a man accused of wounding a motorist last fall in a freeway shooting spree that stretched from National City to Del Mar told a judge that he didn't want a scheduled trial on mental competency.
